[UCR] List your rule systems on the Wiki

Dear all,

I added a table of rule systems of interest to the WG on the Wiki [1]. 
The table lists only some basic but potentially useful information (e.g. 
contact person, supported use cases, rule language). More information 
will probably be needed later in the classification process.

Please, add your preferred rule system(s) now (but check whether they 
fit the proposed definition of "of interest to the RIF WG" first! Or 
propose an alternative definition).
