[ISSUES] Issues added to Issues Tracker (and Action Item # 86 completed)

Please review the issues that have been posted to the Issues Tracker.
 
All the issues from
http://www.w3.org/2005/rules/wg/wiki/UCR/Document_issues
<BLOCKED::http://www.w3.org/2005/rules/wg/wiki/UCR/Document_issues>
have been moved to the Issues Tracker.  This completes Action Item #86.
 
Some items (notably #4) became several separate issues in the process.
Where I could locate F2F3 discussion of the point, or other supporting
materials, I linked or copied that in the Issues text, and sometimes
added my own questions or comments -- including a request for
clarification of Issue #21.
 
Please review especially the issues that you proposed or in which you
are interested, to check whether I have represented them correctly and
to consider how they should be addressed and, one hopes, resolved.
 
Note there are several issues concerned with UCR Document editing that
could be resolved by the group, or assigned as tasks, and resolved
fairly quickly.  It would be nice to clear those and then concentrate
on the more complex issues.
