Regrets policy for RIF telecons

Due to the unusual size of this working group, we are considering an 
alteration to the standard W3C practice of participants sending regrets in 
email before the meeting.   Instead, we are considering having people put 
their regrets on the meeting wiki page (see below).  Also, in general, as 
long as someone from an organization is attending the call, regrets for 
individuals won't be needed.

The exception here will be if you know you are playing a central role in 
work to be discussed on the telecon (i.e. an editor of a document, a 
contributor whose contribution will be discussed, etc.), please do let the 
chairs know by email (team-rif-chairs@w3.org) that you will be unable to 
attend.

We believe this will help reduce traffic on our public list (which we 
expect will get heavy as it is) and help distribute the administrative 
workload a bit.  We have scheduled some time at the 12-20 telecon to 
discuss this process.

=== Overview of Wiki Meeting process:

In general the wiki meeting page will be created at least a day before the 
telecon, but if you want to record your regrets before then you are free 
to create the page using the meeting page template (MeetingTemplate). Just 
go to the Teleconference Call Meetings page 
[http://www.w3.org/2005/rules/wg/wiki/Teleconference_Call_Meetings] and 
add a link for a new meeting (use the naming convention described below), 
create the page using the MeetingTemplate, and add your regrets there.

The general format for naming a meeting wiki page is:
