The CSS WG has published an updated Working Draft of the CSS Scrollbars Module Level 1:

This CSS module defines properties to influence the visual styling of scrollbars, introducing controls for their color and width.

Having addressed all outstanding comments, we expect to take transition to Candidate Recommendation after completing horizontal review. So please consider this the last call for comments prior to CR!
