Requesting Horizontal Reviews for WebCodecs

Hi Group,

WebCodecs has just transitioned to FPWD, so let the reviews begin! I've
filed github issues requesting privacy
<https://github.com/w3cping/privacy-request/issues/38> and security
<https://github.com/w3c/security-request/issues/1> reviews in their
repositories. TAG review is already ongoing. The other review categories
may not be applicable to this low level API, but I'm happy to learn
otherwise.

To reviewers: Please note that for both reviews I am requesting
virtual meetings to help with the ramp up and provide quick answers to
