The CSS WG has published an updated Working Draft of the CSS Typed OM Leve 1:

This spec defines a new object-based API for interacting with CSS
values, superceding the previous string-based API defined by the
CSSOM.
This version is largely a correctness/completeness update,
significantly updating most of the algorithms in the spec to be
clearer and more precise, and starting work on the comprehensive lists
of how every single CSS property (400+!) is represented as objects or
strings.
