This does not necessarily mean as a work for W3C:-) Yes [4] did only mention topics for the Workshop, but to be more precise ;-), the final workshop report [1] wrap-up section says "...and highlighted specific areas of possible work: .. Accessibility... Digital Rights Management... Metadata" And yes, this does not mean W3C will do any of this...but can been seen as goals/requirements from the Content Communities.... Cheers...
