Creation of rdfjs/query github repository and @rdfjs/query npm package

Dear all,

Ruben Taelman and I would like to propose the creation of an @rdfjs/query
package containing utilities for query engines that conform to the RDF/JS
query engine interface. We envision that the utilities within this package
would be similar to those currently contained in
https://github.com/inrupt/experimental-solid-graphql-js/tree/main/packages/sparql/utils/lib/utils
..

We would like to know whether the other members of the RDFJS CG are on
board with the creation of a 'query' repository in the rdfjs organisation
to proceed with this.
