I am not sure who manages that file's source Till now that file lived here and was managed by me: https://gist.github.com/lanthaler/5056140 I've just moved it into the JSON-LD repository https://github.com/json-ld/json-ld.org/blob/master/contexts/rdfa11.jsonld so that everyone can easily updated it or send pull requests.
