I see test 109 listed for XHTML1 and not for XHTML5. Test 109 is unenforceable in XHTML1 in the browsers as XHTML will be treated the same regardless of version. In fact, most XML processing stacks will not be able to enforce this test as well because xml:base processing is at the heart of their XML processing. Personally, I would like to see this test marked as optional due to the conflict between the definition of XHTML 1.0/1.1, XML Base, and "normal" processing stacks for XML.
