RDFa DOM API (Fully merged)

I put quite a bit of more time into the RDFa DOM API document
yester-night (not really a word) and tonight.

The prose still needs a great deal of work, but the concepts in the
document are mostly consistent and are ready for review by members of
the RDFa Working Group and anybody else that is comfortable with looking
at a bleeding edge spec. I've double-checked most of the approaches to
make sure that they're implement-able in both Javascript and Python.

If you do look at the document and have feedback, please focus on
conceptual and design issues, ignoring editorial issues for now. I
believe that I have integrated all of the features that Mark wanted into
the previous RDFa DOM API document.

The good news is that we were able to keep close to 95% of the previous
features intact, so if you were okay with the previous DOM API spec,
this one mostly adds features on top of the previous spec. The bad news
is that the RDFa DOM API is much larger, but hopefully provides far more
functionality than we had initially anticipated.
