Concepts ready for LC

Hi Guus,

As near as I can tell, RDF Concepts now passes the pubrules check:
 https://dvcs.w3.org/hg/rdf/raw-file/default/drafts/rdf11-concepts/Overview.html

The document should proceed to LC.  Thanks for handling the request.

There are errors on the validator, but I have been told to ignore them due to the validation service failing to recognize RDFa in the ReSpec output:
