Could probably go either way, happy with either. Specifically:


   - Characters *SHOULD* be represented directly and not by UCHAR.

Escapes should only be used when the characters to be expressed are not
directly representable in the format or the character encoding of the
document, or when the visual representation of the character is unclear.


I imagine there might be rational reasons to avoid the direct
representation for either security of some other reason and still possibly
consider the document canonical. Perfect normalization is not achieved
anyway thanks to blank node labels, and general triple ordering concerns.
If the community is happier with MUST, lets do that.
