... but you use a local copy instead of the 'core' one at:
http://www.w3.org/Tools/respec/respec-w3c-common
then you should update your local copy to add the China Host to the copyright holders. Ie, the copyright line should now read something like:
<a href='http://www.w3.org/'><abbr title='World Wide Web Consortium'>W3C</abbr></a><sup>®</sup>
(<a href='http://www.csail.mit.edu/'><abbr title='Massachusetts Institute of Technology'>MIT</abbr></a>,
