Using the document with the Prov WG people: the current document does not say that the XMlLiteral and the HTML datatypes are optional. Which is, strictly speaking, fine, because that would be said in the semantics document (I guess), but maybe it is worth noting in the concepts document as well, so that people would not think, reading the spec, that all those datatypes are required.
