Intent to close ISSUE-201

According the resolution of ISSUE-201 [1] I've added a note to the spec
making it clear that the primary data has to be put in the default graph if
publishers want to support both dataset and graph syntaxes.

Unless I hear objections I will therefore close ISSUE-201 in 24 hours.
