The Conformance section of RDF Concepts doesn't say anything to the contrary. I don't know how it could require "use" of RDF Semantics, given that RDF Semantics doesn't have any notion of what it means to "use" the semantics, doesn't have any conformance criteria, and doesn't define any terminology that RDF Concepts "imports". So the status quo given the current RDF 1.1 Concepts draft is that RDF Semantics is *the* normative spec that defines how to read RDF graphs as a logic *in case one wants to do that*, and essentially defines an entailment regime over RDF graphs *in case one needs one*.
