On TopQuadrant participation in this WG

For clarity, TopQuadrant's intent in this WG is that Gavin will be the 
primary representative and generally speak and vote for TopQuadrant, and 
that I will play a secondary role, keeping up to date on issues, but 
primarily supporting Gavin and ensuring that TopQuadrant attends 
meetings when Gavin is unavailable.
