I would support adding a Proposed status.

As for existing tests, my proposal to clean up the SPARQL test suite would only remove commented-out tests and tests that are marked as Approved but which were withdrawn and removed from the manifest list. None of the tests in the test suite are marked as Rejected, Obsoleted, or Withdrawn. There are, however, some commented-out tests marked as NotClassified (along with the two new tests that were added in #21, which could change to Proposed).
