It is often helpful to fully quote, so --
3. When someone looks up a URI, provide useful information,
using the standards (RDF*, SPARQL)
I had some explicit conversation with TimBL about this "RDF*"
(albeit some years ago).
At the time of writing, he meant the star as the wildcard, to
encompass all the RDF standards and serializations.
I don't know whether he has reconsidered the meaning since then.
