HTML+RDFa issues - order of discussion items

I had an ACTION[1] from the last RDFa Task Force telecon to sort through
the current issues[2] and requirements[3] logged against HTML+RDFa,
categorize them, and put them into some sort of discussion order that
makes sense. The first cut of this discussion order is available here:

All items in the list can either be found on the rdfa-in-html-issues
page, or the rdfa-in-html-requirements page. If the item is prepended
with "Requirement:", it can be found on the requirements page.

I haven't had a chance to go through Philip's wonderful new set of test
cases yet.  Once I have, any issues that he has raised will be added to
the list of discussion items. During the last telecon, we agreed that
all of these items should be placed in an issue tracker for the nascent
RDFa Interest Group.
