Looks like an omission since it's in the XHTML 1.1 spec for LinkTypes: http://www.w3.org/TR/xhtml-modularization/abstraction.html#dt_LinkTypes I checked all the other XHTML 1.1 LinkTypes and they are in the Syntax document.
