Re: error for meta element in xhtml-meta-1.mod?

No - the RDFa task force decided that it was in appropriate to extend 
the content model of meta for backward compatibility reasons.  See 
http://www.w3.org/MarkUp/Drafts#rdfa-syntax for a reference to the most 
recent spec.
