RE: namespaces

http://www.w3.org/ns/sparql#

was added to contain all SPARQL functions. If I remember correctly, the agreement was that all the functions we have defined in SPARQL1.1 (incl. the old ones from SPARQL1.0) have a URI in this namespace, even if they have equivalents in XPath or RIF).
