Review of XML Results Format

I looked over the diffs to rf1 since Jan 1 and saw:

Overview.html:
~ updated last publication pointer
~ updated Jeen's contact info
- removed refs to ordered and distinct

removed all refs to ordered and distinct:

I tweaked the wording slightly on change lot entry:
