overview of test suite reorg status

 Hi Dawg,

I promised to give a bit of a status report as to what test sets in the
'old' suite are out-of-date and which need to be examined further and
moved. Here's a quick breakdown. I denote each test set with its
manifest and on the next line a short comment on its status. The ones
where there is a comment in ALL CAPITALS are the ones that still need to
be examined for moving and possible restructuring.
