I wonder if it was tested with an old test suite. Take a look at the bottom of <https://dvcs.w3.org/hg/rdf/raw-file/default/rdf-turtle/coverage/report.html>.

It shows that I was super-vigilant about coverage and kind of a dork about naming ("not at end" vs. "at end").
We have a WG decision to publish the test suite as final. I wonder if I get to fix those names before we do that.
