I just wanted to clarify the issue and as far as I remember the reference timezone (for Zakim) is US Eastern or more specifically Boston local time.
So the weekly RDB2RDF telco is every Tuesday at 1100 Boston local time (EST during winter and EDT during summer) which during winter is 1600 UTC but starting with the telco on March 16, 2010 is 1500 UTC.
