Explainer doc

Hi all,

The comment from Amy and Hadley in their TAG review [1], and our imminent face to face meeting, has prompted me to finally spend some time on the explainer doc. The original version was designed to support the charter for the group. I've been through and updated all the text so that it can now sit alongside the C14N spec, and added in some very high level commentary on the process we have followed. See the PR [2]

I am aware that the proposed text does not really address the issue that Amy raised. I'm more than happy to do the wordsmithing but, as I recorded in Issue 110 in the main repo, I need some help please. Rough notes will be fine.

@Markus, I've added an agenda item to Monday's meeting on this topic, I hope that's OK with you.
