Hi PA, As discussed on Tuesday, I opened a GitHub issue seeking the WG's consensus to publish the explainer doc as a Note. As you can see from https://github.com/w3c/rch-explainer/issues/9 there is full consensus to publish. The only comments have related to the correct credit for authorship which was addressed in PR 10 https://github.com/w3c/rch-explainer/pull/10. Publishing this doc as soon as practical will enable us to include a link to it in the RDFC spec itself when that goes to CR. It and the link from the primary doc touch on the feedback we received from the TAG so I'm keen to get this particular duck aligned with the others. I don't expect any future updates to the doc but you never know...
