Re: implementation of URDNA2015 in Rust

I think the most urgent thing is to get the horizontal reviews. Of course, I18n and WAI should be relatively easy, but I do not know about the security review and security section in the document. The TAG may have its say, too.

We know that these reviews take time, so we may want to start them ASAP.
