Move RCH meetings one hour earlier, i.e. 10am ET

Hi all,

On today's RCH meeting, we discussed moving the call time to one hour 
earlier (it is currently set to 11am ET), i.e. the new time would be:
10am ET = 7am PT = 4pm CET = 12am JST

During the call, participants from both Japan and the US West Coast have 
agree to this (thanks a lot!).

Please let us know if there is any strong objection to this change; if 
not, we will update the calendar and we will start meeting at the new 
time 2 weeks from now.
