The CSS WG is thinking about a document that lists the stable modules. It could also be an extra column on the "current work" page: http://www.w3.org/Style/CSS/current-work.html In principle, Recs and CRs are stable and "last call" WDs that have been CR before. In the case of properties, this corresponds to the set that a UA can implement without a "-vendor-" prefix. (That is the main reason browser makers want this list of stable modules: so they all agree on when to drop the vendor prefix.)
