[wmvs] was docs/why.html ever used?

I recently noticed that "why.html", which was kindly donated by niq a
while ago, does not seem to be linked from anywhere. Is that on purpose,
or is it just a silly omission?

The cvs log isn't telling much, and I could not find anything in the
archives either.

Does any of you recall any decision (before "my time") on the topic?
