CVS problem with fpis.cfg

I just brought a trivial fpis.cfg fix to the v.w.o production version.
I did:

1) Locally: tag the fixed version as validator-0_6_7-post
2) On v.w.o:
   cd /usr/local/validator/htdocs/config ; \
   cvs up -r validator-0_6_7-post fpis.cfg

...which caused fpis.cfg to disappear!  I couldn't convince cvs to bring
it back in, had to manually scp my local version there.  So, currently
this file is not under version control in v.w.o's validator checkout.

What did I miss?  (Apart from "don't touch the prod instance", which I'm
unlikely to do again.)
