seems the HTML Working Group is making progress on HTML 4.01 issues.
I would like to discuss this in our next (2005-02-22) meeting to see
whether and how we should coordinate with the Working Group on this.

There are several issues that are critical to the Markup Validator
that qa-dev participants have filed individually over the years, e.g.,
changing the SGML declaration to limit generally ignored SGML features
and changing the requirement that any use of style / event attributes
requires specific HTTP headers (or their meta equivalent) which, if we
enforce the requirement, would invalidate lots of existing documents
that were declared valid before.
