Unaddressed portions of issue 233 (Safety vs Comfort)

Hi Tzviya and Wendy,

This issue was closed prematurely: https://github.com/w3c/PWETF/issues/233
Although one aspect of the issue was addressed -- moving the 
Safety-vs-comfort section -- the other main aspect of the issue -- the 
need for clarification -- has not been addressed, as issue 
https://github.com/w3c/PWETF/issues/263 also points out.  I am unsure of 
how to go forward on this remaining aspect of 233.

Should 233 be re-opened?  Or would you prefer that I create a new issue 
that only addresses the need for clarification?  Or should we broaden 
263 to also cover the other bullets in section 3.3?  Discussion of 263 
has already broadened to cover one of the other bullets.

Please advise.
