Reporting PRs

I have updated [#51](https://github.com/w3c/PWETF/pull/51) to include the Ombuds email and include a suggestion to ask venue staff to assist in contacting emergency services.

I have created [#63](https://github.com/w3c/PWETF/pull/63) to address issue [#56](https://github.com/w3c/PWETF/issues/56) I have taken the feedback from the call and from the issue. I've tried to
balance providing enough detail to be useful without being too prescriptive.
