In a nutshell….

- PDF/UA - the accessibility standard for PDF - includes identifying XMP metadata that allows publishers to represent their products as conforming to PDF/UA in a portable, persistent manner.

PDF/UA-1 and PDF/UA-2 are now available at no cost from the PDF Association. Please see this page:

Also of-note: the PDF Declarations mechanism provides a means for authors and publishers to make other accessibility-related claims, again using “on-board” (therefore portable and persistent) XMP metadata. Here’s the list of currently-defined claims (the page also includes a link to the Declarations specification itself).
