[FXLA11Y] New document links and meeting time

Hi everyone,

As discussed in the fixed layout taskforce meeting this week, we have done some reorganization of where documentation lives and gets worked on.

Going forward, the main document – “EPUB Fixed Layout Accessibility” will be maintained in the epub-specs<https://github.com/w3c/epub-specs/> repository alongside the other EPUB documents. If you’d like to view the current draft, you can do so at https://w3c.github.io/epub-specs/epub33/fxl-a11y/.

As also discussed in the meeting, we’ll be changing the time to better accommodate people across time zones. So far the best time has been suggested to be Mondays at 15 UTC (11 Eastern, 8 Pacific). If this time does not work for anyone, please let me know by the end of this week, otherwise I’ll be sending a new calendar invite on Friday with the agenda.
