In instructional design practice there is content that is required. There is content that is optional. At the community college we are always concerned as to whether our students have online access at home; especially in rural areas. Better to have essential content self contained. Simple svg images do not take up a lot of space. Put external links in a bibliography or appendix. All web designers know to watch download sizes. The same should be true with ePub publishers.
