Yes, I believe it does. When publishing the EPUB specifications, the EPUB WG (as opposed to the Publication Working Group) has disallowed class 4 changes on EPUB 3.3, hence this charter that asks for approval for specific items. That being said, if we publish the next version of EPUB, ie, EPUB 3.4, the WG may decide to allow for further class 4 changes, for that version. But that is still some years away. What this means is that we have to be very careful in the list insofar as if there are issues (like the XHTML → HTML one) that we think it should be added to the list of work to be incubated in the WG (as opposed to the CG).
