The WG can, clearly, publish that specification as a W3C WG Note. And yes, this may be a good thing to do anyway. However, it is not possible to publish it as a Recommendation; let alone the fact that it is not clearly in the WG's charter, there are, as far as I remember, some incompressible timing in the process for IPR reasons, and those are longer (cca 6 months) than the time the WG has. Ie, if we'd go down the formal standardization path, we cannot avoid having a suitable chartering process.
