DRM Issue in the Publications WG Charter

Hi DPUB SC Members,

There has been some more conversation/proposed-tuning of the DRM (or not)
text for the Charter.

I think Matt has come up with a version that seems to make everybody happy,
and is better than the wow-that's-a-mouthful version that I came up with
during out London meeting.

Can you folks please take a look at:

and (hopefully) "bless" the new suggested text, then Ivan can get it
formally included in the draft charter.  (Note that "Right" should be
"Rights", but other than than, I hope it's fine)
