Good morning!

The following branch includes my initial proposal for ranking the
requirements. I noted that some folks weren't excited about the "MVP"
concept. I really wasn't either. So (until we agree on something better), I
ranked the requirements into 4 "Conformance Tiers" with each tier including
more requirements. The lowest tier (4) is the MVP. Tier 1 is the bee's
knees.
