[pwg] Why does PWG exist?

Hi All,

I missed one day of work, and I came back to a flurry of emails that I found quite confusing. I encourage everyone to reread the Publishing Working Group charter [1]. This charter states why the PWG exists and what the goals of the group are. It provides working definitions for many of the terms that this group has been struggling with and provides a mission.

We have some givens in our charter that are being debated hotly. Please do some review.

I will also take this opportunity to remind everyone that we are a new Working Group. We come from diverse backgrounds. Even though many of us have known each other for years, we may not be used to working together this way. I co-chaired a working group with Garth in the IDPF, but chairing in the W3C works differently, so we have a learning curve too. People bring with them their traditions and biases. That is what makes a Working Group interesting. As you respond to emails and comment on issues, please try to remember that this group or organization may work differently from one with which you are familiar. Some organizations may rely yet more heavily on GitHub. Some organizations may not use GitHub at all. We are working through some growing pains, but we still have to get the job done.

I have recently reviewed Best Practices for Effective Meetings [2] and taken many of the messages to heart.  I hope you'll look it over as well.
