There's a respec user guide at [1] that explains the markup/class conventions for anyone unfamiliar with writing w3c specs. (Or feel free to drop me a line if you're unsure how to get started.)

It's unfortunate that we need to have such discussions, but there are so many things that are being used as pre-requisites and IMO could limit the potential of this work...
I wish we could start with the bare minimum and iterate until we get something nice instead.
