Access and query TF plan for F2F meeting

Here's the plan for the access and query TF up to the F2F meeting.

By 9th June, but continue to discuss after:
  Agree on the scope of proposals and document template for the F2F1,
by discussion on the mailing list

By 23rd June:
  Populate document with proposals, coordinated on the mailing list
and written on the Wiki

By 30th June:
  Specify and clarify issues with the solutions proposed, taken from
mailing list discussions and written on the Wiki
  Prepare and distribute the complete draft document ahead of
discussion at the F2F1
