I disagree - in a formal context, a URI "denotes" something.  Cf. the entry for 
"Use" in http://www.w3.org/TR/rdf-mt/#gloss, and throughout that document.

The word "Represent" is used (and dictionary-defined: 
http://oxforddictionaries.com/definition/represent) in many ways, covering both 
aspects of both denotation and description, so I think it is a poor word to use 
in these discussions.
