Hi Tim, The paragraph that follows the following constraint http://dvcs.w3.org/hg/prov/raw-file/default/model/ProvenanceModel.html#wasStartedBy explains what was meant. The term overloaded has been removed. I trust this addresses your concern. I propose to close this issue, pending review.
